The Community Links Manual is designed for mental health agencies and organizations to use in developing and administering a Community Links Program. It include the format for a three-day training for people who are in support roles, and a CD with the slides and handouts for the training. If you are an agency or organization working to assist people in their recovery and promote community integration, this manual addresses that need.

Community Links is a voluntary program that matches peers or community members with people who have:


  • court orders of non-hospitalization or involuntary commitment
  • are dependent on the mental health system for assistance and support; and/or
  • feel isolated from their community due to mental health difficulties.

These peers or community members have been trained to assist and support others in developing positive reciprocal relationships, regaining their independence, integrating themselves into their community, and improving the overall quality of their lives. The Community Links relationship diminishes over time as the person develops natural supports and becomes more comfortable in the community.

This program is based on the findings of the Moving Ahead Research Project (Shery Mead and Mary Ellen Copeland, co-principal investigators, Vermont Real Choices Grant, 2004). In this qualitative research project, the researchers interviewed 28 people who were on orders of non-hospitalization or involuntary commitment. They found that people want to end their dependency on the mental health system, become more fully integrated into the community of their choice, develop the skills and strategies needed for independence, and work toward meeting their own life dreams and goals.

This manual is the cornerstone of the Mental Health Recovery and WRAP program. It is designed for use by people who facilitate WRAP groups and is the text for five day WRAP facilitator certification training. It Includes a CD-ROM of transparencies, one WRAP book, and complete instructions for facilitating WRAP groups, workshops and seminars. This manual can be used by anyone who is familiar with Mary Ellen's Mental Health Recovery work, including her focus on Wellness Recovery Action Planning. The materials are specific to facilitating Mary Ellen's WRAP workshop, Mental Health Recovery: Introduction to Recovery and WRAP and is not necessarily a resource to be used in developing other kinds of programs. However, some facilitators and programs are sucessfully using this Recovery/WRAP focus in combination with other programs.


This non-scripted program is based on years of research experience by Mary Ellen Copeland. She was assisted in its development by Program Manager, Ed Anthes. Patti Smith, Graphic Designer, created the PowerPoint Presentation that includes over 200 recovery-focused slides. The CD-ROM also includes a video introduction by Mary Ellen Copeland. The curriculum package includes:

While not specifically intended for use in working with individuals, it can certainly be used in that way, and the curriculum includes information on addressing this possibility.
